Not working doesn't describe the problem well. What is it that they should do that they are not doing? If none move at all, then I would be looking at the fuse that feeds the instrument cluster and the wiring involving that fuse. The instrument cluster wiring trace sheet on the back of the instrument cluster may have a meltdown in an area causing no power to get to anything also - something to take a look at.

Check the fuses? My tach was not working and it was as simple as that. (Also own 76 celica)
