DASHLIGHT AND TAIL LIGHT FUSE BLOWS.

Hello everyone. I have 1992 Celica Convertible. I recently noticed my taillights and dashlights are out.
I found the fuse was blown. It immediately blows when replaced and lights are switched on. I removed every bulb (dash too) still blows the fuse.
I am suspecting a faulty relay but have no idea how to check.
Any help would be appreciated.

The tail fuse is located after the relay so the relay is likely not the problem. You likely have a shorted wire or something wrong with the dashboard illumination.

There is a knob for controlling the brightness of the dash. Try unplugging it, tried the fuse and see what happens. It'll help decide if the problem is with tail lights or the dash.

The dash is fully disassembled and disconnected. All the tail light bulbs have been removed too. The fuse continues to pop once the lights are switched to on. I have headlights, brake lights and blinkers.
