I just bought a 1999 Celica GT for a restoration project. The cruise control does not activate. The light does not come on and the speed will not set. I have no idea where to begin on this kind of issue. I am mostly an engine/drive train mechanic. Any suggestions to help point me in the right direction would be appreciated.

If the fuse is OK, I would suspect a bad stalk as the next (easiest) fix. Pull the stalk and test that's sending a signal. Barring that, the CC computer may be dead. Do any codes show up when you OBDII it?

I got bogged down trying to get the dash lights working which I have finally accomplished after having to take the fuse panel apart. I am going to start on the CC today. Thanks for the pointers. The good news is I now have the Toyota shop manual for my Celica, so I'm not running blind any more.

No the only code I am currently getting is an EGR Flow Rate error. I have a modulator coming for that since the EGR seems to be doing it's thing.

Have you had luck using your Toyota Shop Manual in finding out why your cruise control does not turn on? I suspect a fuse issue or a clockspring issue (under your steering wheel) as a couple areas to check, but your service manual should be helping you with that.

I haven't really had a chance to work on it. I took the Celica on a trip over the weekend and the spark plug tube on #1 cylinder sucked some oil in, and I ended up fixing that and doing a tune up since the plugs, distributor cap etc. were in horrible shape. It is running good now so my next step is to work on the CC. I haven't gone through the manual for it yet. I will update the thread when I get started on the repair. Wish me luck.

Once you dig into the service manual, if you have any questions, please ask. I've worked on many 5th Gen Celica cruise control systems - I'm thinking the 6th Gen systems would be similar, but it is best using a 6th Gen Service Manual (that you have).
