There is control valve mounted on the firewall, engine side. The temperature control has a cable connected to it that opens and closer the valve.

The valves components are plastic like, and subject to brittleness especially with age and infrequent cooling fluid changes (old school yellow/green goes acidic as it ages).

Check the cable is still attached. Move it and see if it moves freely. Disconnect and try moving the lever on the valve yourself. If it moves to freely, then it's snapped of the ball valve inside.
