Default 2003 Celica Airbag light help

I've had the car for about 2 months. The airbag light has always been on (steady on, no flashing codes) and I'm wanting to try and fix it, the car has been in no major wrecks according to carfax. The previous owner did say he ran over something in the road and that's why the front bumper is a bit ripped up. So maybe that caused it, I'm not sure. I've heard it can be a sensor or just the cables under the seats, my concern is how risky/dangerous is it to try and work on this? I don't want the airbags to deploy and I don't want to have to pay a dealership or shop hundreds when it was just a loose cable under the seat. Is there a way I can go about this safely or should I really just take it to a shop? I want it fixed, not just the light switched off.

Typically, pull the battery. Touch the battery cables to each other to drain down any remaining charge in capacitors

If you can get to the air bag control, then pull the pigtail to it to ensure that any remaining charge on a capacitor is not leaked to the system. (That 1-10,000 chance of something happening).
