Electrical Problem: Auto light sens, Fuel Gage, Dome Light - Toyota Celicas

I am having some electrical problems with my wife's 2001 Celica. The light's automatic day/night sensor, fuel gage, auto dome light, and possibly some other things I haven't discovered yet stopped working all at once. After a little research, it sounds like the main thing they have in common is the ECU. A new ECU is about $700 but I can find a used one for about $100.

-Has anyone heard of these symptoms? Do you think the ECU may be the issue? If I replace the ECU, does it need to be reprogrammed?
