Would it be more worth it to sell my 95 gt and get an older (probably 90-92) gts. Or do a 3sgte engine swap on my current car? I've heard that the 5th gen celicas are easier to work on and that you can get more power out of them then 6th gen. Any opinions or recommendations?

all depends. a 3s typically will range from 1000-2000, engine swaps are not hard there just labor intensive. also depends on what motor you get. if you get a mr2 the tranny links will need to be swaped around + wire harness extended. if you get a alltrac setup. you will need to swap transmissions and i belive you may need to repin the chassis connection. all in all it should take you a weekend to do. give yourself a week at tops. but the swap is well worth it. you will be getting a better platform to start modding and the internals are good upto 500ish

your also in cali. id look into the local laws about engine swaps. also check out vendetta performance. there a shop based out of galt cali. kinda close to your area. i know the owners really well. one of the owners marco is a celica genius, if you tell them subspec sent you im sure they will hook you up
