Default Throttle Opener, Loping idle

1993 Toy Celica GT~ got this car a few weeks ago, had a Loping idle. it is running around 900 RPMs currently, we disconnected Vacuum line from the top of the Throttle body down to what (celicatech.com) says is a Throttle Opener which stopped the loping of the engine. We have currently capped that line off, the Throttle opener when is connected compresses to much causing it to have the erratic idle.It looks to be connected to the Base of the Throttle Body, problem is we cannot find a new Throttle Opener does anyone have any ideas what this part might be called other then "Throttle Opener"? Or is it a solid component of the Throttle Body that cannot be removed? we live in California and i am afraid having this part capped off might make it fail the smog compliance. Here is the link to the PDF that shows the Diagram of the part. http://bgbonline.celicatech.com/93tech/VACUUM_D.PDF

Thanks for any help in advance

I had the same problem and the same thing you did. Then I cleaned the idle air controller. There's a small hole right before the throttle plate spray some carb cleaner in there and it should clean it out.

After getting into it I found the Throttle stop screw keeps backing out and chocking the air flow to much that it lopes. I have checked everything else out, re-timed the car since the previous owners fix was to advance the timing so much to compensate for the stop screw. lol A few bucks at the auto parts or hard ware store and my issues shall be solved for a while.
